Volvo Group Specialist – Health, Safety and Environmental in Middletown, Pennsylvania

The Specialist – Health, Safety and Environmental will identify, develop, implement, and manage HSE (Health, Safety and Environmental) programs and initiatives consistent with the company’s business plans and in compliance with federal, state, local, and Volvo requirements. They will provide leadership to the organization in health, safety and environmental company issues, practices, and procedures. This position will report directly to the Quality, Safety & Environmental Manager of Middletown, PA.

Responsibilities/Accountabilities

  • Develop programs and initiatives to reduce work related illnesses and injuries and improve operations productivity and employee engagement

  • Responsible for driving regulatory compliance with applicable OSHA related mandated programs such as lockout tag out, confined space entry, hazard communication, powered industrial trucks, hearing conservation, etc.

  • Responsible for driving regulatory compliance with applicable EPA and PADEP related programs such as EPCRA, Clean Water Act, Clean Air Act, NPDES, etc.

  • Responsible for ensuring applicable OSHA written programs are reviewed and updated as necessary

  • Support supervisors with completing incident investigations including tracking of Safety/ Environmental actions.

  • Provide necessary HSE training to management and the line organization

  • Utilize VPS methodology (when applicable), and develop necessary action plans to address corrective actions in health, safety and environmental affairs

  • Recommend, define, drive and communicate HSE related targets, KPIs and necessary actions

  • Monitor current and future applicable regulatory requirements. Perform regulatory impact assessments and communicate results with/notify operational management

  • Develop and maintain strategic plans jointly with business partners, and manage activities to minimize liability and/or exposure to the company for HSE issues

  • Administer health and safety related language in contractual agreements with labor union. Maintain effective relationships with union safety representation and other union representatives

  • Work closely with management team to establish facility goals, monitor program effectiveness, provide data and/or progress reports to management, and develop/manage corrective actions for the facility

  • Maintain and communicate HSE performance information to company management as directed or requested

  • Work closely with regulatory agencies, community groups and potential customers to secure Volvo’s reputation as a leader in Safety and Environmental performance

  • As requested, participate on global and local networks to secure consistency and standards throughout the organization e.g. GTO, Regional and Global Working Groups

  • Coordinate, communicate and participate in HSE activities with Group Truck Operations and US HSE Center of Expertise

  • Maintain ISO 14001 program.

Specialist – Health, Safety and Environmental

Required Competencies

  • Advanced knowledge of state and federal H&S laws and regulations

  • Working knowledge of regulatory reporting requirements

  • Working knowledge of ISO 14001 and ISO 45001 management system standards a plus

  • Working knowledge of heavy industrial manufacturing and assembly operations

  • Strong communication and organizational skills

  • Ability to influence a change in safety culture

Minimum Years of Experience, Education and Certifications Required

  • BS in chemical, environmental engineering, safety or demonstrated equivalent experience

  • Minimum 5 years in industrial, manufacturing and commercial occupational health and safety management experience

  • ASP or CSP H&S certification a plus

Preferred Qualifications

  • Experience working in a unionized environment

  • Knowledgeable of Workers’ Compensation Management

  • Knowledge of Volvo Company Policies and reporting requirements

  • Highly proficient in Microsoft Office applications

  • Knowledgeable of behavioral based safety concepts and ergonomics

  • Knowledge of DOT hazardous materials regulations a plus
